Is there a way to see when apps on your phone was used last

Welcome to Android Central! You could try accessing the logcat, but I think logcat reader apps require root, like this one: CatLog

There are app usage tracker apps that you could install, but they probably won't work to look at the history prior to installing it: App Usage

"Someone last looked at X on such and such a date" is something you see in a movie or on TV - it's not real. (And even rooting and running logcat means learning a lot so you can interpret the log you're looking at - there's no "was last accessed on" entry.)
