Is there a way to test it before you downloaded if it's safe?

For apps. For example with websites you have urlvoid.com. specially I saw this report recently

that many apps, malicious apps, came to the Play Store, Google missed it.

The app currently in question is "do it later" by publisher HNIB. They do not have a website only a WordPress site and they're based out of China.
