Is there an easy to use app for throttling bandwidth hogs?

Let me set the stage - I have an old school internet connection (about 8mb download, 750kb upload). There are several usual suspect apps that kill my bandwidth entirely, like Google's image back up and Verizon's file sync process. When those are running and I need to actually use the internet, I have to kill them entirely to do anything else online.

I realize there are several throttling options through the router, but those are not app specific, at least not to my knowledge. I have 2 questions:

(1) Is there an easy to use app for android that will diagnose which apps are currently using bandwidth and a meter for how much they're using?

(2) Is there an easy to use app for throttling the bandwidth of specific apps from the phone, rather than at the router?

Please keep in mind that I don't have a degree in information technology, so would prefer an app with a simple interface. The few things I've found have all been geared toward tech super-users. Thanks.

There are firewall apps available in the Play Store that allow you to block/unblock specific apps and services on a granular level. So if you temporarily want to block Google Photos from any WiFi and mobile data connectivity, or just block it from WiFi access but continue to allow it mobile data (cellular) connectivity, you can set your firewall up so its features are enabled when you need it, and then disable it when you don't.
Take a look at NetGuard or NoRoot, both are for un-rooted devices:

Thanks smvim, that's helpful for my known offenders, and I'll likely use NegGuard. I'm still looking for a way to determine the unknown offenders that are sucking up my bandwidth. Seems like it would be easy enough for an app to tell you which apps are running in the background and how much bandwidth is being used by each. Any ideas there?
