is there any way of editing a existing APN on a LG G3,??

My provider (MTS) has the mobile hotspot blocked i recently went form Samsung to LG and with Samsung it was easy to change the apn to make the hotspot work and with the LG i can only make a new one.??

That's actually the best way, so you always ave the original one to fall back to without having to screenshot it. If you're slow, it sholud take you about 3 minutes to enter an APN.

But if i make a new one it doesnt seem to use the new one, it seems to always fall back to the old (default) one.

It should use your new APN until/unless you reboot (restart) your device, from what I understand -- however, I can't verify that.

Is your G3 an MTS branded G3, or a different carrier's G3 running on the MTS network?

Add: PDAnet+ is a free application that purports to enable tethering without root and without the carrier being able to detect it. I can't say one way or another as my carrier includes tethering. On previous devices, plans I did use a similar app to enable tethering when I did not have a tethering plan and it did work, however TBH, I had no use for tethering.

Use at own risk -- I do not recommend nor not recommend it, I am only giving you an alternative other than changing your APN, to tether. That said, not sure if Lollipop is supported -- however, there are many similar apps out there, I only picked one to suggest.
