Is there any way to LOCK UP the ability to hard reset?

I have the anti-theft app called Cerberus. but the point is that when the tablet (N7 in my case) is stolen there is a little chance that the thief starts using it rather than hard resetting it before. In such a case having an anti-theft app will be useless. I was wondering if there is a method to lock the ability to hard reset the device. This way the thief tries to use the tablet without hard resetting it.
