Is there anyway to change setting so you can swipe down anywhere on screen to see notifications?

This only works if you have the latest version of TouchWiz. Since I'm on Verizon, I had to get it here:

I downloaded this apk, but when I attempted to install it, I could not. I pressed the install button, but nothing happened like the button was frozen. I rebooted the phone with no luck when I tried again. Any help would be greatly appreciated.

I can swipe down on any home screen to see notifications without the update. (I just don't see an option in the settings to turn this off.) Perhaps, I just don't understand what this update will enable me to do that I can't already do. Can you explain it to me? Thanks.

But can you swipe down anywhere on the home screen, not just from the top edge? That is what this latest version adds, swiping down anywhere on any home page, not just from the top edge. If you can already swipe down from anywhere on a home page and get the notification drop-down, then you already have the latest version of Touchwiz.

I use the swipe down on the fingerprint scanner feature to view notifications. Works great for me but for those that complain about the fps location I guess that would be a problem to.
