Is there something from Android that syncs devices like the iCloud?

Is iCloud an apple product? Is the Samsung Galaxy an apple product?
I'm fuzzy on technology stuff.
I just want to add music to my phone and laptop at the same time, and have them the same.
How would I go about doing this on my Galaxy S4?
