Is Verizon version Bootloader unlockable?

I'm coming from the Nexus 6P running Android N....have a feeling I'm gonna be sorely disappointed with the OS...
 
Isn't Verizon supposed to 'unlock' my phone upon request, by law? I'm buying phone outright.

If you buy it outright it's your phone. Which means (i think) you can use it with every supported carrier. But a bootloader is different, you cant put custom roms or kernels or flash anything.
