Issue with closing open apps

On several occasions, I've gone to close just one running app. I swipe it to the right only to have EVERYTHING close. Why is this happening?

I guess nobody else is experiencing this issue? This is happening so many times.

I have gone to list view for open apps since Oreo, but previously, swiping a card would only close that app. Sorry, don't know what the problem is. Have you tried just tapping the "x" to close the app instead of swiping?
