Issue With Google Photos Sync

I've noticed that when I open the Google Photos app the photos I see do not match what's in my Camera folder on the phone. My camera folder only contains 2018 photos, previous years are on the SD card backed up in an archive. But Google Photos contains 2018, 2017, and a few (but not all) 2014 and 2012. I assume those photos are taking up my alloted space on Google, correct? How do I delete photos ONLY from Google? I only see an option to delete from Google and the device but I do not want that!

Now to make it even more confusing, if I open Google Photos on my Desktop I only see photos from 2017 (only thru September!), and the same few earlier ones. No 2018!

So it seems that Google isn't synced across my phone and web app accessed from any desktop. How can I fix this?

You can delete the google photos from chrome, in photos in the extension menu, I have no idea why your photos aren't syncing
