Issue with GPS/location services based apps - 4.4.2

Hi, I'm going to keep it as simple as I can.

I have recently purchased an HTC One M8 (ATT) edition from a seller on ebay. It has been rooted and it is S-off for sure.

Android Version: 4.4.2
HTC Sense Version: 6.0

I'm not able to use any location based app. No google maps, no google earth, can't use facebook checkin, lyft, uber.. you get the drill.

Can you please suggest what I can do atm since I come from a strictly iOS background (I have plenty of experience with jailbreak/Cydia and the iOS lingo) and have no clue what's going on with the android ecosystem.

Also, htc's camera app isn't working either. I get the, Unfortunately, Camera has stopped error message. I am able to use the camera from playstore though.

Can someone point me to the right direction in order to fix this?

I understand I may sound like an ***** to you android pro's out there, but if what I just said didn't make sense, I can explain further.

Sounds like whatever the previous owner has done is borked. I would do a full wipe and flash a new ROM
