Issues sending pics via Samsung Galaxy S9+

Got a new S9+ and love it, but whenever I take a quick picture and try to text it to my friends, it just sort of sits there spinning forever and doesn't send. I've tried on and off wifi, but it's insanely inconsistent. I've rebooted my phone and cleared messenger cache, but it's still doing it. I am in Hawaii and my colleagues suggested me to visit stores like TCAWireless for such issue. I need help. Should I go? Is this a small issue of connectivity or something? Please help.

It could be a "small issue" of the size of the picture file. Most carriers limit you to between 300KB and 600KB, and with higher definition pictures, we're getting to the point that an uncompressed file can easily exceed 8MB. If your pictures are right around the size limit of your carrier, some pictures will go through, some won't. (Picture size is, in part, dependent on picture content.)
