Not instead, along with. It's just a guess.

Windows would make their own tablets too of course, but if you gave someone in a work environment the option of a tablet dual booting android and windows 8, would they be interested? I would be.

Microsoft knows they are coming into the tablet game late, just as they did with Windows phone (and failed miserably by the way), which they are now trying to make up for with Windows Phone 7. Maybe the idea of dual booting the new OS with android would be a way to jump-start their sales.
