Yes, its all over XDA. Looks like this significantly helps with the lag. People are reporting their devices are much snappier. I will now be picking up the 32gb S4 this Friday for sure.

Yeah , I noticed even with the update It still not as snappy or up to par to my expectations.. ( I am coming from an IP5 to S4)
Hope they do another OTA update.

Did you try disabling AT&T/Samsung bloatware & disabling animation scales under developer options as well?

I disabled the animations yesterday and noticed some improvement.. Is removing bloat ware going to also enhance the performance? Is this a common thing for android devices to disable out of the box software to make it run snappy?

Yes, very much so. See this thread over at XDA. This includes all of the AT&T bloatware in addition to Samsungs. You don't have to disable all of the items listed, just the ones you know you can do without or don't want.

How can I tell if I got the update?

This is the version that came on the phone, without the update, you should have this:
BASEBAND: I337UCUAMDB
KERNEL VERSION:
3.4.0-440216
Tue Apr 9
BUILD NUMBER: JDQ39.I337UCUAMDB

If you do have the update, it should end in "DL" instead of "DB" - check under Settings, More, About Device.
