You can disable them in Settings | Apps | All. No root required.

If you would like to have a copy of the Nexus 7 users manual in a PDF rather than as a Google Play Book (some folks may uninstall the GPB app and many folks feel that PDF's are more 'readable' than GPB books), you can download the latest a recent version straight from the source, ASUS Support site, here:

FYI...

Very neat. One difference -- the Play Books version is 1.1.2, updated for Android 4.1.2. What changes they made ... I couldn't say.
