KILL Talkback??

Anyone know how to KILL this app?
Since the most recent software update; every time I restart I get a notification that this thing is active.

this is the message:
"Talkback is activated
Tab (sic) to go to accessibility settings"

I've disabled it in the application manager but it keeps coming back. Since it's disabled tapping on the message takes me to the accessibility settings menu but talkback is no longer listed there.

The only thing that seems to work is to:
long press the notification in the pull down,
then tap "App info",
then Force stop.
The force stop button is greyed out in the application manager.
 
From google on turning it on. Reverse to turn off.

Steps to activate Accessibility: 1. Go to Settings 2. Select Accessibility 3. (Android 3.2 and earlier) Enable Accessibility checkbox 4. Enable TalkBack checkboxes 5. (Android 4.0 and later) Enable explore-by-touch
 
I think I'm really screwed now.
I tried the method above and got Talkback activated and working.
now I can't scroll, swipe, etc. can barely navigate. I got the application manager to open but can't scroll down to this app.....
Help!

I guess you need 2 fingers to scroll once talkback is turned on.
so now i'm right back where I started. it's disabled, but I still get the notification every time I restart.
oh well.
