OTA means over the air. So to answer your question, no, they didn't get it through kies.
I know what OTA means. It's just he said his phone wasn't active. To my Knowledge doesn't your phone have to be active to get the update or can you get it through WiFi? Since Sprint is pushing out the update and it"s not a WiFi only device.
 
as far as i know you can download OTAs via wifi, thats how i did it. the phone wasn't in airplane mode. it just isn't an active line. so it still talks to sprint. IE "emercangy calls only" I'm assuming sprint can push the phone to download the OTA that way
 
Woke up with the update downloaded to my phone this morning. Set up seems to be ok. Strange that I would get it overnight after I Hard reset my phone yesterday evening. Lagging and freezing problems. Haven't reloaded my apps yet. Will see how phone does and then start loading one at a time. Right now phone is working properly. Oh, and I'm in Indianapolis, In.
 
Something new I've found along with what's already been posted. Before when I used voice command to set a timer it used the alarm clock function to set an actual alarm. Now it really uses the timer function.
 
My wife got the update on her phone 3 days ago and I still can not get it on mine :(

Got the download overnight last night in Duluth, Minnesota. No major changes just little tweaks. Apps seem to respond a bit faster.

Just checked my phone about an hour ago and the KitKat download was waiting for me to install. It actually let me there there was a system update to install. Took about 10 minutes to install it then phone rebooted. So far no problems that I can see. Have not really got a chance to look it over. I'm on Sprint in central florida.
 
Woke up to it pushed to my phone this am, tucson az. So far battery life has drastically improved from yesterday
 
Update hit at 3 AM in St. Louis. Now its time to dig around and see what's different.

Mine arrived overnight last night. Ive had to reboot a few times to get things working better. Haven't tried all my apps yet tho.
