KitKat breaks HD video playback on majority of devices

Majority of devices will not be able to render 720p or 1080p video in 60 fps using Kitkat 4.4. I believe this has to do with downclocking the boost clock in order to get better battery life. :-\

My Phone:
Moto X 4.4 - Both Dalvik and ART are broken

Can confirm this when running same HD video side by side on two seperate devices. One is running 4.4 and the other 4.2.2 - there is a clear stutter in playback on 4.4

Yes it's a known bug in the updates.
