KitKat Location Mode - Can Change Default?

Running KitKat 4.4.4 on rooted Blu Life One (2015). In the good old days of sensible Android, Settings->Location would allow you to chose hardware GPS, WiFi networks, or both depending on the checkbox settings. In KitKat, this is replaced with a Mode selection. Every time I turn Location on, it defaults to Battery Saving, which is NOT what I want.

Anyone know of any way to change that default? I am not afraid to get my hands dirty in Connectbot or adb if command-lines or startup script editing is required...
