Kyocera Echo hard reset?

Here's the deal.
I needed a new phone, so I bought an old Kyocera Echo.
Problem is it has a lock combination I don't know.
Don't know the google account.
I've looked into things and don't know if it's in 'USB debug enabled' or whatever.
Under devices it is labeled as ANDROID.
Under device manager it is unknown device.
I've downloaded the drivers off the Kyocera website, but it didn't change anything.

Any idea how I can get past the lock screen?
I'm also new to Android, so don't take any knowledge of terms for granted.

Turn the power off. If your Kyocera Echo is frozen, pull the battery out and reinsert it
Hold the Volume Down button
Press and hold the Power button until the device turns on
You are now presented with a menu that allows for Fastbook, Recovery, Clear Storage, and Simlock
Select Clear Storage by pressing the Volume Down button
Press and release the Power button
Now simply confirm your decision: Volume Up for YES and Volume Down for NO

EDIT: this should be a factory reset and wipe out the PIN code

Whenever I hold the volume down the phone gets stuck on the kyocera logo.
Whenever I hold volume up, the phone gets stuck on the kyocera logo and there is an orange light.
 
Some more info, when I turn the phone on with up volume held, it hangs on the kyocera screen with an orange light.
When I hold both buttons the screen stays black and a green light shows up.
When I hold the down button it hangs at the kyocera screen with no light.

Seldom, I can get the 'USB Modem adb port' under the 'Android phone' to show up in device manager when I turn it on with an orange light.
Although I still can't get the phone to show up in adb devices.
 
Ask sprint for MSL unlock. I had a used echo n was still locked by pattern pin no Msl solved the issue. It will wipe the entire phone so backup if you can.

HOW TO UNLOCK IT CAUSE I GOT MY PHONE AND IT ASK FOR ME TO ULOCK AND I TRY SO MANY THINGS IT DIDN'T WORK SO I NEED YOUR HELP TO UNLOCK IT OR I'LL JUST STOP USSING ANDROID.:mad::mad::mad::mad::mad::mad::mad::mad::mad::mad::mad::mad::mad::mad::mad::mad::mad::mad::mad::mad:
