when i try to install an app I get 'Insufficient storage when there is 30 gb of storage free out 32gb
 
I doubt you have 30GB free out of 32GB. The OS consumes space in the advertised capacity, and it's definitely more than 2 GB. In fact - 30 GB is higher than typically seen after converting a binary 32GB to decimal.

Is it possible you have 30 GB USED?

That looks like a "generic Chinese Android", this one made by Hongyue. It's reporting the wrong numbers, and probably has other problems. There's a reason generic Chinese "Android" phones are cheap - you're not the first one to post here that, with more "free" space than possible, nothing could be saved. The last one was December 3rd last year.

I'll chime in the same. I was just lurking in the thread because I didn't have a direct answer, thinking it was the Huawei P20 that you had, which should report things correctly. When I saw it was a no-name brand with the same model number and outdated graphics, I'm siding with the others that this phone is less than meets the eye. It also means the possibility of malware installed from the factory (which I've seen reported before in these types of phones). Even if someone gave me that phone for free, I wouldn't touch it.
