LCD screen on TV or phone

What are these horizontal series of black lines that appear on our Android TV that causes the screen to fuzz up erratically?

My family had no clue but I suspect it has to do with the LCD. What was actually happening to the screen?

Which TV? Is it still under warranty? Can you show us a picture of what it looks like?

Sorry for the late reply. Unfortunately, I can't find a way to insert pictures here. I was going to show it to you, I even took a picture of the TV screen.
