Less than a quarter of my bookmarks synced to my new phone

I'm borrowing someone's older Galaxy s7, and before swapping phones I made sure everything was synced. Only about 50 of 400 bookmarks are showing up now in Chrome, all from quite a while ago. Any threads I can find on the issue are from 2016, and I'm phrasing this wrong but it seems that issue was resolved by Android so there's no advice on how to recover bookmarks.

Welcome to Android Central! Open Chrome, then tap Menu>Bookmarks, and then tap the back arrow at the upper left until you're at the main Bookmarks screen, showing Mobile Bookmarks, Bookmarks Bar, and Other Bookmarks. Check each of those to see if the synced bookmarks are grouped there.
