Lg G3 Full Signal but emergency call

Suddengly my LG G3 shows full signal (T Mobile) but Not able to make any call.
Always says emergency call only.
Tried factory reset. The sim is working in another mobile. Tried different sim in the LG G3 but not working.
the phone didnt fall anywhere. phone works through wifi perfectly.

Tried APN settings too.. Not sure how to reply to the answers..so editing the question....

Welcome to Android Central! Check the APN settings and make sure they match the correct T-Mobile settings.

This mobile was orignially with AT&T...factory unlocked and then I was using for T mobile. Does it give you any other lead?

Do you mean you checked the APN settings, and they match those for T-Mobile exactly? https://support.t-mobile.com/docs/DOC-2090

Yes I did that. APN Setting looks fine. sometimes I get the below error
restricted access changed voice service is blocked.

Am I missing something here?

Does the phone actually show T-Mobile as the network it's on? Also, have you asked T-Mobile for any help?

I tried all the possibilities still no use. I keep getting the error 'restricted access changed voice service is blocked.'

Did you have it working on AT&T or did you buy it from someone? I would look online for an "IMEI Checker" to see if the phone is blocked. If it came from AT&T, it should be a model D850, is it? Also, do you have 2 sets of APN settings (1 for T-M and 1 for AT&T)? You have to either delete the AT&T settings or select the T-M one as default.
Also, do a search, there are other threads on this same subject here.
