LG G4 and Android Pay

I decided to give Android Pay another try after I heard Russel mention adding your Google Wallet card to your Android Pay account. My Credit Union hasn't signed up for Android Pay, so this seemed like a reasonable compromise. When I try to add the card I get the following error message, "Android Pay cannot be used. Google is unable to verify that your device or the software running on it is Android compatible."

The phone is not unlocked or rooted. It is a Verizon version running Android 5.1 / build LMY47D. The only change I have made is to use Action Launcher, but I wouldn't think that would cause an issue.

Appreciate any help.

That usually comes up with rooted phones, try booting in to recovery and wiping the cache partition.
