LGV20 not downloading apps. (re-post I signed up.)

I recently bought the LGV20 I was able to download a number of apps at first: a few from banks then went to try to download a grocery stop app. The application said download pending. Unfortunately, it just kept saying download pending. It is now not letting me download the update for hangouts. I have read other answers to a similar problem. I cleared the cache, I made sure data was on and I tried re-starting. I have AT&T. it is the LGV20. Android version 7. I do not have wi/fi on, while I am trying to download. However, I had an LG Vista prior to this and never needed to use wi/fi to download apps or update them.

I posted this question last night and today I did a deeper web search. i came across a web page https://www.technobezz.com/fix-android-wont-download-apps/ ... Wonder of wonders one of the steps actually fixed the issue. If this happens to anyone else, I hope it doesn't, this site might be a valuable resource.
