They're controlled by the ambient light sensor (just above Verizon check mark, but below ear piece grill). If you cover this sensor, do the lights come on? If not, have you tried pulling the battery?

Are you using a dock? I just purchased the desktop dock and have noticed that when I undock the phone, the bottom lights no longer come on. It pretty much doesn't matter what I do after that - I generally end up doing a restart and then everything is back to normal.
