Limited Background Processes

As far as the Limited Background Processes settings. I've read in a few places; as well as Youtube videos on improving performance, that one could go thru the Developer Options, and change the Limit Background Processes from Standard Limit to At Most 4 Processes, then like when you change the Animation Settings, you reboot the phone. However, after I do that I find that the default settings are back to Limit. And that's on the Note 8. Incidentally I had the same issue on my previous Note 4. Any ideas why ? And how to correct it, providing it's even worth the trouble ? Thx.

I tried lowering the settings with out luck. I changed the settings and restarted the phone and everything was back to where it was originally
