Links Navigation mode in voice over:

While using links navigation mode in voice over, SR is reading links three times.

1. voice over focus is on whole link and swipe down to navigate next interactive element
2. voice over focus move to link text and swipe down to navigate next interactive element
3. voice over focus move to glyph icons of links

Is it a default behavior of voice over? Please suggest inputs on this ASAP
