I've released an app that allows you to view your photos (or any folder containing images) on your wallpaper as a slideshow.
It's fully configurable, so you can set it up just the way you want it. e.g. You can set the transition times, delay, transition types, etc.
Just search for "Live Photos" on the android market to check it out.
