location gets turned on by itself when battery is low

When my battery hits exactly 15%, i see location turned on in the notification bar. My location is always turned off unless i use maps. It also turns itself on when battery is like 12 or 10%.
I think it is a weird. Has anyone experienced this or know why it is happening?

Perhaps Android Device Manager kicks in to record location when battery % reaches a trigger value?

Thanks for all your responses. I figured it is because lookout app records my location when battery is low..
