Location tag for photos not accurate?

So I noticed the geo-location tag for my photos are quite a bit off from where my actual location is. Even though the pin is properly positioned on the actual location, the street name and house number are quite a bit off. Did they do this on purpose? The actual street that shows up on the detailed information for the picture is about 2 blocks from my house. Anyone else have this issue?
