Locations services not reporting to apps after phone lock

I have been playing pokemon go for a while now while using my GO+ which helps you catch pokemon even with the phone locked. About a month ago now it the GO+ stopped working while the phone is locked. After doing some digging (and confirming with Google Maps) it seems that while my phone is locked it has stopped reporting my location to apps. Every time I open my phone while leaving maps or pokemon go as the open app they both start off not knowing my location and with in a few seconds regain my location.

I have no idea why this suddenly started but I'd really like to fix it so any and all help would be greatly appreciated.

Seen the same behavior with Whatsapp and live location sharing.
After enabling live location sharing, the phone will be locked for some time, but after unlocking it after some time, the location shown will be the one just before the phone locking. Will take a while for the map to display your current location.

Go to Settings, Google, Location.
Is it configured right?

That could be due to an update that turns the GPS receiver off when the phone locks. Or you could have WiFi set to turn off when the phone sleeps (the default setting - it's in Wifi-Advanced).
