Lock image on bootup

I know this is a simple answer but, I searched this forum and the ISC one and didn't get anything. What does the lock symbol mean on bootup of ISC? I assume it means unlocked bootloader but, I'm not sure. It also doesn't apear in all the demo videos.

It's kind of confusing to someone who doesn't know (like myself) because a symbol of a lock, one would assume it means a locked bootloador. It seems if it was unlocked, it would show a symbol of a lock actually unlocked. I know this is a simple answer so, please don't lambast me too bad for not knowing.
 
I could be wrong but I think it's a Nexus thing. With fastboot unlock enabled I think it always shows a lock, either locked or unlocked as per how you have your bootloader.

I am new to the rooting side of things; only recently rooted my OG Droid. What does an unlocked bootloader offer the end user that is above rooting a phone? I have seen some posts about rooting a phone, combined with "it doesn't have an unlocked bootloader". I don't understand the difference.

I think an unlocked bootloader allows the user to use a custom kernel. Someone please correct me if I'm wrong.

You are correct you do need an unlocked bootloader to run custom kernels and other firmware that isn't approved by the manufacturer.
