Locked out of Nexus 9

Android Central Question

I have an old Nexus laying around and wanted to give it to my kid as a device for them that is just wifi enabled and not a cell phone. It was locked and could only be opened with an old password from years ago (that I can't remember). So I did a factor reset to nuke the device and go back to square one.

However, now I want to setup the device as a new device and have opted to login to a blank device (not porting over any data from another device). Everytime I try to login it says my password changed to recently and to try again in 24 hours. it's been days of this!

What can I do? I don't need to restore anything, just to get the device open and operational.
 
Welcome to Android Central! Did you actually change the password recently for the Google account associated with that device?
