Locked out with no service!

So i was given this phone as a phone for media only and unfortunetly it is locked out with no service and with fast boot off. What do i do! I tried booting into recovery but it must be off in settings and i cannot sign in as it is not connected to a carrier. I have wifi but because it is locked i cannot connect it! Please help thank you!

This is a really late reply but for future cases you can call from another phone then reject the call with a message. Now the bar at the top can be dragged down so you can click your wifi on and tada! youve unlocked the wifi on your locked phone

If it is a gsm phone, borrow someone else's sim card. Pop it in and the phone should work as needed.

Do whatever you need to do, like set up Wi-Fi and then take the sim out again.
