Is there a site to go to to look up a IMEI Number to see if a particular phone is locked or un locked ?

I bought a Samsung Galaxy S 22 Ultra on Amazon Renewed that is supposed to be "Fully Unlocked" and when I try to use it with Tello, I get a "Emergency Callas Only Message at the top o f the screen and if I try to make a call I get a "Not Registered on network" Error. The SIM Card woks on all my other phones including a cheap LG Phone that used to be a Metro by T-Mobile Phone. When I called Tello Customer Support they told me the phone shows as un locked. They sent me a E-mail with settings to put into the Access Point Names and that did not solve the problem of the Phone not being able to connect to the Cellular Network. Even after doing a Factory Reset I still can't get the phone to connect to the Cellular Network. If I tap on the Network operators option and tap Select manually it will show a list of available providers but gets a connection error when I try to connect to on of the providers on the list. It seems to be acting like a phone that is locked to a particular carrier.There are several IMEI number check sites. Have you done a Google search to find any of these sites?
Do you have the device in hand? Is it activated on any network?
When you say locked or unlocked, are you trying to figure out if it will work on a certain carrier or if it is stolen or deactivated for some other reason?

If the device is active with any carrier *611 customer service should be able to answer these questions for you as well.
I think I remember seeing a few network bars but I don't remember if there was a 4G or 5G icon, I did not try to make a "Emergency Call" or 911 as not to make a unnecessary non Emergency Call so I never determined if my phone could make any type of call on the Cellular Network.Since you just got it I would assume there is an option to exchange or return the device? It is obviously not as advertised if it cannot be activated on any network. I mean if you've called your carrier and they are not able to help there probably isn't much we'll be able to help with but just for S&G.
Do you have any or all of the network indicators in your notification bar? How does your cell signal look? Are you seeing network bars for data?
It sounds like you're able to set up the device enough that you can see the settings and probe around inside of the phone. To see the carrier currently registered on the device navigate to Settings>About phone>Status information>SIM card status, any carrier the phone thinks it is tied to will show up in the Network section. What do you find here?
While I see that you've factory reset the device at least once already, which really should have wiped everything, but I feel like sometimes not everything is wiped or reset. So the last two things I think you could try would be to reset the network settings and wipe the partition cache in any order. To wipe the partition cache, power down the device. Then hold the +Vol button while holding the power button until the Samsung splash screen appears, then release the power button, holding the volume button until the bootloader screen shows up. Use the volume buttons to navigate and the power button to make selections and select, Clear partition cache, then reboot the device. To clear the mobile network settings navigate to, Settings>General management>Reset>Reset mobile network settings, you can try some of the other reset options but I would reset this one individually.
If nothing in this thread solves or improves your issue it might be time to consider seeking refund or replacement.
