Anyone know a good phone to get on a budget with 32gb storage, expandable storage of at least 64gb, and that will get Android OS updates?

The only phone maker to trust to get Android OS updates right now is Google with Nexus line and they don't have expandable storage.

(It really is that simple)

I agree: Nexus is your best bet. The 5X is at a really good steal right now, and the 6P is also a wonderful choice. Nexus should be coming out with a new phone soon (Fall 2016, according to rumours?! :)), so you could even snag a previous iteration during its launch and save even more. Good luck!

Moto G4 Play probably best budget phone and has expandable storage. Not a good track record for updates.

Nexus 5X better phone. Guaranteed updates but max 32GB storage.
 
The LG Phoenix 2 art AT&T is only $70 now. I've been using it for a while and have had no issues. Its just a little slower than I'm used to.
 
Ebay is always a great place to get a phone. People barely use them, upgrade to the next best thing. you can get a very gently used phone for like half the price.

This is true. People swap phones all the time and you are likely to get a "just out of the box" phone from a variety of different platforms. Good idea! :)
