That could be Greyscale in Accessibility; a battery-saving feature; or Reader View or similar.

As belodion suggested, it could be the greyscale feature, check also the battery saving features just in case.

I moved this from the Intros forum to the Tab S3 forum. I agree with the above, it's probably either a power-saving mode or a greyscale mode.
