Welcome to Android Central! Try going to the Android Device Manager website (google.com/android/devicemanager). In order for it to be located, it has to be turned on and connected to the network, so if whoever has it turned it off, you won't be able to find it. Make sure you report it as lost to your carrier, and they'll blacklist the phone's IMEI so that no one can make calls at your expense.
