Lost sprint data and WIFI after 4.3 update

I am unable to gain a network connection via mobile data network or WIFI. When I try to access a network through apps it says network time out. So, I tested going to google.com. But I get an error .

Unable to connect to the proxy server
A proxy server is a server that acts as an intermediary between your mobile device and other servers. Right now, your system is configured to use a proxy, but Internet can't connect to it.

There are currently no proxy setting in my advanced WIFI settings. The same message appears when I attempt to go to google.com using my mobile data.

I'm having data connection issues at work (we have a Sprint tower on my golf course) the tower was upgraded with new antennas 6 weeks ago and data hasn't worked since. Not sure if the upgrade to 4.3 had any effect or not. Sprint says it fixed clearly, but they are wrong and frankly, useless.

That's not it. I have two sprint s4 and one is operating fine, and one is not. Thanks though!
