My old Samsung Galaxy Tab 2 7.0(wifi-only) just got the 4.2.2 update via OTA from Samsung yesterday.

The most significant feature was apps-to-SD. It was absolutely incredible to be able to dump my entire
1.3GB of navigation data from the internal memory to the Sandisk 64GB MicroSDXC card, There is
no noticeable performance difference when I ran the offline navigation app from the MicroSDXC card.
The best part is that I now have an extra 1.3GB of free space on the internal memory. (can't believe
those idiotic Google/Android engineers took it away in the first place)

When will Samsung allow this feature to be updated to the Galaxy Note 2? Or is Verizon the problem? :(

Getting updates is both Samsung and Verizon. There's no timeframe I can give you for when they'll decide (or if) to push this feature to the Note 2. When Samsung is done with the update, they'll pass it off for testing with Verizon. When Verizon says it's ready, it'll OTA. Sorry I can't be more helpful, but those are the facts.
