make voice calls for free?

Hey does anyone know if there is an app out there that will allow me to call people for free using data plan only and to people who do NOT have the app?? I'm asking because I might have to use my phone in wifi only. I got rooted Evo if that makes a difference. Please help. I tried searching for one.

Thanks. I looked into it and it costs five bucks. Not bad price.

I'm using Skype because using groove IP was extremely volatile and unreliable as far as the quality of the call.
