Making a system app on a rooted Galaxy Note 5 help

I Have followed every tutorial I can find on the web about system apps. I used apps to move it all and set the permissions automatically. I have moved it all my self via ES file explorer. Nothing I do seems to make these apps work. Is there something special about the Note 5 that makes this so hard? Below here I will post more specific info.

I am trying to set the above app as a system app. I have root on my Note 5 using the above link and method 1b. I used Lucky patcher at first and had it auto move the files for me. Did not work after a restart. In fact the app did not register as being installed at all. I used ES file explorer to remove the com.incorporateapps.fakegps folder from \system\priv-app and decided to try my self. I downloaded the app again and move it my self. I moved com.incorporateapps.fakegps folder from \data\app to \system\priv-app. Set the folder to rwx r-x r-x and the apk file to rwx r-- r-- and restarted. Same thing as before. And I tried these methods both multiple times. I am out of ideas. Can any one help me, please?
