Solution!!!

This works on AT&T s10+. I just did it.

Edit:
You will still get the annoying "Turning off Data" splash from AT&T to confirm but at least you don't have to go through the menu to turn it off.

At the end of the video he or she says this enables the mobile and hotspot toggles. I've already got mobile hotspot but just lack mobile data toggle. Dont want to end up with duplicate.
