Manual OTA Problem

So I am able to either flash through stock recovery or through CWM Touch but both give me error 7 messsages. The funny thing is the reason is the OTA says I am on 4.4.3 however both WugFresh Toolkit AND my Nexus 5 both confirm I am on KTU84P 4.4.4 which is what the OTA file wants. What is going on? Why would this happen? How can I fix this? Is it because of a bad OTA file?

Try using the Nexus Root Toolkit with the official factory image. Worked great for me.

I hate to do that because I lose everything on my phone that way, but I may have to. The damn OTA thinks I am on KRT16M for some reason.
