Wow...this is a big one! 390MBs! Downloading and installing on my 4a 5G on Telus in Vancouver.

Gonna update the rest of the family on their 4a 5Gs later around dinner time.

So far so good... No issues when opening/closing apps. Perhaps (might not make a difference) could be that I'm using BlackBerry Launcher as default along with Blackberry Hub+ Services as default as well...

Trying to replicate by opening and closing different browsers (DuckDuckGo and Chrome) and apps but so far no animation issues...

Yes, mine does animate when I close apps but compared to your video... Yours appears not as smooth/very choppy as it shrinks down in size .
The animation (the ones from my video examples) has always been there since Android 11.and have never noticed anything different from 11, 12 even after the March 22 update.

Are you trying to stop/turn off animations? If you are and can't...I can understand now your frustrations.
