Marquee not keeping time

[Sumpm]

The phone will randomly forget the current time. It seems to be going into a different time zone, because it'll remember the minute, just go back an hour. I have to reboot it to get the current time again.

Also, battery life sucks, but I'm not sure if the two are related. Help?
