Can anyone confirm the presence of an IR blaster on the mate 9 Pro? If so, anyone use it? How well does it work? Also, if I use AT&T, does it matter if it is a US or international version?

I'm on AT&T and I have it on my device. It's a preloaded app called Smart Controller. Should be in your app tray or a folder. Haven't used it yet. However I used the Honor 8 equivalent and it worked perfectly.

I just ordered the Mate Pro 9 yesterday. It should be here Wednesday. In the description it said it had the IR Blaster.

I can confirm that the one I have, bought on Amazon and use on AT&T comes with a built-in app called "Smart Controller" that clearly is used to add remote controls. There is also hole on the top that I have read is an IR blaster. I haven't actually used it. I don't use my phone as a TV remote but I get that you can.

Everyone is correct. And I actually programmed a remote thru smart controller (Panasonic TV) and it works fine. Took less than a minute. Though there is no option for Sony receiver or any other receiver. There is a customize function but useless. Though you can control your A/C, projector or camera. I hope they add more options.
