Media volume resetting

I am coming from a s& Edge which was an good phone its day. I opted for the OP6 since I am not a heavy phone user, nor do I take a many pics, I just need a solid phone with decent battery that works and I can check my emails on. I do BT stream music in my car and on the S7 you could set the media volume to max (after a warning) and it would leave it there unless you rebooted the phone.

On the OP6 I went into setting and set media volume to max and yet when I go into amazon Music the volume is about mid way and I have to raise the volume back up. Oddly I am using an app that can launch the player and it also is supposed to set the volume to max, but it does not. Is this an Oreo issue or OP6? Anyone else see this quirk?
